North Wales Police
Carl Foulkes was appointed Chief Constable for North Wales Police in 2018.He started his policing career with the British Transport Police in 1993, having previously served in the Royal Navy as an aircraft engineer. He spent the first 10 years working for the British Transport Police in London before joining West Midlands Police in 2003 completing various Operational and Detective roles. He was appointed Deputy Chief Constable for Merseyside Police in 2016. During his time with Merseyside Police he held responsibilities for Professional Standards, Corporate Development, Performance and Change. Carl chairs the national Minerva board and his national portfolio responsibilities are for: Internet, Intelligence and Investigations, and Gender, including the HeForShe initiative. Carl was recognised in the honours list 2020 with a Queens Police Medal for services to policing. He holds a Master’s in Business from Coventry University.
